'What works' is intended to provide Workforce Investment Act (WIA) youth-serving professionals with evidence-based information to support positive outcomes for youth. The WIA's definition of out-of-school youth includes both dropouts as well as those who have received a high school diploma or the equivalent, but lack the skills they need to pursue postsecondary education or who are unemployed or underemployed. Out-of-school youth may be more challenging for WIA youth programs, not only because of the multiple barriers they face, but also because they are not a 'captive audience' like in-school youth. This report presents programs that have been successful in helping these young people to reconnect with education and training opportunities.
